Position: Finance and Administration Head

  1. Place of work: Addis Ababa

  5. Major Duties/Job Summary: –
  • Design and uses sound internal financial control system to safe guard assets, records and documents of the organization.
  • Develop work plans at unit and individual level.
  • Ensure the communication of finance policies and procedures within the organization, and with other stakeholders
  • Supervises and check all financial activities including payments, transfers of fund, payroll, controlling cash and other current accounts, bank reconciliation statements, liabilities for correctness and timely delivered;
  • Check that payments requests are made according to agreement and from the appropriate fund
  • Ascertain that program/project payments are made within the grant period and per approved budget line items.
  • Check the replenishment of the petty cash fund and arrange disbursements
  • Ensure the timely settlement of MENA obligations (taxes, provident fund e.t.c)
  • Ensure that all financial transactions analysis codes and associated and account code have been set using MENA chart of accounts.
  • Follow up the closing of the account monthly and facilitate yearend financial closing activities and well-organized financial documents for External Auditor.
  • Cooperate with the external auditor during their auditing work.
  • Monitoring operating/administrative expenses and external funds and identify issues for discussion with MENA Management team.
  • Supervise the preparation of monthly bank reconciliation
  • Arrange and follow up change of cheque signatories
  • Follow up the submission of timely reports and grants monitoring activities
  • Ensure the communication of financial management concept within the organization with Branches and other stakeholders
  • Prepare periodic financial reports to donors, government and other entities in respect to both contractual and legal requirements,
  • File all financial documents and reports and perform other duties as assigned
  • Ensure accurate recording of Mekdim assets (inventory) and liabilities
  • Assist program manager and Program team with fund utilization reports for project
  • Maintain separate Accounts for each project or according to the needs of funder
  • Assist program Manager, Branch manager, Department Heads and project officers
  • Implement Personnel police and procedure in the organization in collaboration with concerned department heads
  • Work with local and kebele or wereda authority in conjunction with the General manager
  • Maintain Mekdim Personnel policies and procedures and recommended change to general manager

  • Perform annual or probationary staff performance appraisal

      BA degree in accounting

7. Required Experience

6 years and above of which 3 years in related Position (NGO experience is Mandatory)

8. Technical and other skills

  1. Clinical Nurse (HIV testing Counsellor)

Major Duties /job summary

  • Ensure services provided at DIC are confidential, and meet the standard set by the project
  • Coordinate and provide STI screening and treatment services for project beneficiaries at DICs
  • Provide HIV counseling for target beneficiaries
  • Provide ICS (HIV testing, STI, FP and condom at the center or organize regular mobile HCT
  • Provide risk reduction counseling to DIC beneficiaries
  • Provide successful referral services to network health facilities
  • Ensure IEC materials and condoms are kept at accessible places at the DIC
  • Support women and girls to adjust attitudes and behaviors through counseling services
  • Make regular referrals to health centers for ART, TB, GBV, Rape cases, and other complications.
  • Take part in facilitating coordination of the peer education trainings

  • 4 years of experience in relevant work with especial attention to hands-on experience on MULU KPP Project at least for two years

JOB SUMMARY
Under the supervision of Finance Head, the Cashier Accountant is responsible for the collection, payment
and deposit of cash and checks, handling of day-to-day cash related transactions and correspondences
including petty cash, checks and other impressed funds.
ESSENTIAL FUNCTIONS
· Ensure the availability of adequate funds on MENAs bank accounts and other impressed funds such as
mobile prepaid cards, and fuel coupons to cover pipeline requests on daily basis;
· Prepare disbursement summary for Mobile prepaid cards and Fuel coupon prior to replenishment;
· Prepare payment vouchers, checks, and bank transfer letters based on the approved payment request
and effect payment after verifying the completeness of presented document in respect to MENA’s policies
and internal control procedures;
· Regularly visit the bank to collect Cash Payment Order (CPO), bank advices and other documents;
· Ensure cash collection from customers, employees and other sources with proper issuance of cash
receipt and deposit the collected amount immediately to MENA’s bank accounts;
· Prepare and issue withholding tax receipts for applicable payments;
· Submit withholding and income taxes to the relevant tax offices within the specified deadlines;
· Ensure procurement documentations (Bids, Purchase order, GRN and Invoices) attachment to vouchers
stamped ‘PAID’ or ‘REPLENISHED’ after effecting payment;
· Effect payment for training related costs as per MENA finance policies and procedures.
· Prepare cash collection and deposit status report weekly;
-Experience on USAID funded projects

– Knowledge on Peachtree Accounting
· Update and keep financial documentations and record in appropriate record keeping formats;
· Perform other job-related activities as assigned by immediate supervisor and assist the finance team in
other routine activities as required;

  • Collects and labels all specimens and ensures that they are as per the order;
  • Undertakes laboratory tests as prescribed by the medical staff;
  • Puts the interest of clients / patients above all other considerations and ensures the confidentiality of all cases;

Job Description

Organizational and Program highlights 

Mekdim Ethiopia National Association (MENA) is registered non-governmental organization working towards HIV Epidemic control nationally. MENA has been funded by USAID Ethiopia under the President’s Emergency Plan for AIDS Relief (PEPFAR) initiative to implement a five-year Family-focused HIV Prevention, Care and Treatment Activity in Addis Ababa City. The Program is being implemented in partnership with different local implementing partners in 110 woredas of Addis Ababa City. The activity aims to accelerate and sustain HIV epidemic control in Ethiopia through the delivery of high impact Family-focused HIV prevention, care, and Treatment Activity.

The purpose of this award is to strengthen local HIV epidemic control to achieve 95 percent of individuals living with HIV know their status, 95 percent of persons living with HIV to initiate antiretroviral therapy and 95 percent of antiretroviral therapy clients achieve viral load suppression by 2025. HIV mitigation services for vulnerable children will focus on case discovery and linkage to HIV treatment among undiagnosed children living with HIV, on achieving better health outcomes through HIV viral load suppression and establishing interpersonal, family and community norms to achieve HIV and violence prevention (10 to 14-years-old children).

Job summary

The OVC Service Director will be responsible for leading the planning, coordinating, implementing, monitoring and evaluating case achievement goals and benchmarks for target OVC and their families. She/he will be responsible for ensuring identification, assessment/reassessment, case plan development and updating, case plan implementation, monitoring and closure that adhere to established quality standards and procedures. S/he will direct the support of OVC and families to achieve health, schooling, stability and safety goals.  Education, psychosocial support, child protection, legal support, nutrition, economic security services within the case plan achievement benchmarks.  

Job responsibilities

  • Provide technical guidance and supportive to project staff & stakeholders.
  • Play key role in the capacity development of staff, volunteers, and stakeholders.
  • Ensure the coordination of OVC activities with other project activities for synergic impact. 
  • Close collaboration with other units for the successful implementation of the program
  • Participate in workplan & budget preparation with other management team.
  • Engage in technical assistance and capacity strengthening activities in OVC for staff and implementing partner organizations to enhance program quality and impact.

Job Requirements

Required education and experiences.

  • A minimum of master’s degree in public health, Nursing, Sociology, Social Psychology, Development Studies, or related fields
  • Proven experience in managing PEPFAR supported OVC Program with similar or at least in managerial positions.
  • 10 years of direct experience in OVC mitigation services.
  • Five years of experience with social development, health child protection, household, social protection, education, health and nutrition and HIV/AIDS care and support.
  • Experience in the prevention of HIV/AIDS with a focus on highly vulnerable children
  • Demonstrated ability to work effectively with local government, community and public health facilities, private sector entities, and local community structures.
  • Commitment to the wellbeing of children and safeguarding and child protection matters.
  • Experience engaging with government departments (e.g. Ministry of Health, regional health bureau, local health institutions) and partner organizations.
  • Experience with USAID funded PEPFAR OVC and or HIV/AIDS programs in Ethiopia is mandatory.

Involvement and work with diversified religious and faith institutions is mandatory; Advise and closely support HIV-positive clients with faith related issues interfering with treatment adherence to enable them to adhere to treatment by properly taking ART and treatment of other associated diseases (comorbidities); Promote social and religious values among the community to meet the aim of the project; Strengthen Advocacy, Communication and Social Mobilization (ACSM) carried out with public health organizations to involve and engage faith-based communities; Work with and utilize the available platforms (religious media, religious gatherings, national holy days celebrations, etc. to convey messages for people living with HIV (messages that promote both early initiation of treatment as well as remaining adherent to treatment while keeping with faith and faith-healing process at the same time; Identify challenges and bottlenecks related to spirituality and faith, that can hamper the provision of quality ART services and support clients to adhere to ARV treatments for lifelong; Enhance and strengthen the system of multidirectional referrals and linkages between healing sites communities and health facilities and vice versa to ensure uninterrupted HIV service and continuum of care services; Engage as program advocates for HIV testing of spouses/partners and siblings of persons living with HIV to know their HIV status, and immediately initiate ARV treatment if found HIV positive; Distribute relevant IEC/SBCC materials (adherence to treatment and following faith healing at the same time) and disseminate through TV advertisements and radio spots.

Project Name: USAID Family Focused HIV Prevention, Care, and Treatment Service in Addis Ababa
Position Title: Economic Strengthening and System strengthening Specialist
Reports To: OVC service Director

  1. Introduction

The USAID Funded HIV Prevention Care and Treatment Services is aimed to strengthen local HIV epidemic management in order to accomplish the three 95 targets/goals. HIV mitigation services for children at risk concentrate on case finding and connecting undiagnosed children living with HIV to treatment, improving health outcomes through HIV viral load suppression, and creating interpersonal, family, and community norms to achieve HIV and violence prevention among 10- to 14-year-old children.

USAID Family Focused HIV Prevention, Care and Treatment Service award represents a transition from two unique programs OVC & HIV Care and treatment to one integrated program. To serve families infected or affected with HIV who are newly diagnosed, at high risk of default, or do not achieve viral suppression. Hence, this TOR is to employ an ES and System strengthening Specialist to closely oversee the economic empowerments of the clients, key stakeholders’ engagements into the program at the implementation sites, support LIPs in provision, protection, and promotion of the households after conducting household vulnerability assessments/HHEVA.

  1. Profile:

ES and system strengthening specialists will have Economics, Business Administration, Social Sciences, Agriculture, Agribusiness, Development studies or a related field of study from a recognized University. They must have good communication and interpersonal skills, and the ability to establish and maintain effective working relationships with clinical and community service providers and government stakeholders.

  1. Skills and Experience:
  • At least five years’ experience managing complex development activities. Experience with USAID funded PEPFAR OVC and or HIV/AIDS programs in Ethiopia is an added advantage.
  • Evidence of leading or being significantly involved in the design, implementation, reporting and evaluation of evidence-based economic/livelihood activities targeting vulnerable groups.
  • Significant exposure and experience in working effectively with government representatives, for-profit private sector entities, local community organizations, and other stakeholders, particularly at the sub-national level.
  • Demonstrable experience in integrated OVC and PLHIV focused Household Economic Strengthening/Livelihood related programming preferably in the areas of business skills, employment creation, market access and micro-finance services (savings, credit, and micro-insurance).

Economic Strengthening/ES and system strengthening specialist will act as a community change agent to bring about economic resilient among the HIV affected and PLHIV households.

The candidate will be responsible for overseeing 6 local implementing partners working in Addis Ababa under the MENA prime partner of USAID.

  1. Responsibilities

 

Economic Strengthening and Social Service System Strengthening Specialist is responsible for leading the planning, coordinating, implementing, monitoring and evaluating economic strengthening activities and follow-up ES strategy implementation. The Economic Strengthening Specialist will contribute to USAID and Government of Ethiopia efforts to sustainably reduce poverty by strengthening approaches to prevent and mitigate the impact of HIV and AIDS on economically vulnerable households. The position requires comprehensive understanding of and significant experience in the areas of household economic strengthening and livelihoods with skills in capacity building and technical assistance provision. The ESS will provide technical leadership to project staff and sub-grantees with the objective to build technical capacity with a particular focus on creating economic resilience and food secure households within vulnerable populations, particularly focusing on those infected and affected by HIV/AIDS and OVC. The position will assist other partners to develop and implement high quality Economic Strengthening (ES) programs; provide ongoing technical training and mentoring; and promote interactive learning and monitoring to deliver meaningful outcomes related to economic vulnerability, food security, and child wellbeing.  

This position will closely work in collaboration with the Family Focused HIV Prevention, Care and Treatment Services team such as OVC specialist, Gender Special, Gender Specialist, HIV Specialist, Quality Assurance Specialist and MERL team and the like. 

Specific job responsibilities will include:

  • Assist the project office with supervision and management of all program activities while working together to identify issues and risks related to project implementation in a timely manner and provide technical suggestions.
  • Technically supervise ES program activities including in the design, development, and implementation of technical guidance as it relates to ES.
  • Exercising a supportive supervision approach, train and mentor implementing partner and institutional stakeholder and technical staff responsible for child wellbeing including social protection, and livelihoods; savings and financial access; agriculture and food security; economic and market development.
  • Build awareness of key Household Economic Strengthening (HES) concepts and principles among partner organizations and institutions; contribute to policy and guideline development within collaborative working groups.
  • Develop and instruct project team in effective methodologies for identifying appropriate HES interventions for specific households, depending on the needs and resources of those households; train/mentor these partners in principles and standards for good implementation of these interventions.
  • Equip LIPs with skills and resources to assess outcomes, as well as strengths and weaknesses of HES activities.
  • Develop/produce contractual deliverables (quarterly, annual, field project evaluations, etc.) in conjunction with other key staff and external evaluators.
  • Keep abreast of global, regional, and national developments in economic strengthening focusing on the field of HIV / AIDS, and protection issues.
  • Contribute to maintaining a strong relationship with government and relevant stakeholders.
  • Assist in all aspects of proposal writing, award process including but not limited to reviewing proposal document and budget, reviewing grant agreement including all specified terms and conditions stated by the partner, and participate in the grant negotiation process.
  • Ensure project sustainability, wider level stakeholders’ participation is ensured.
  • Any other duty as may be assigned that is consistent with the nature of the job and its level of responsibility.

Job Description:
The Gender and Social Inclusion Expert will be stationed in MENA Jimma Branch where the project is operating. She/he will be responsible for overall gender mainstreaming and social inclusion in Social Accountability (SA) project intervention woredas.


Key tasks of the gender and social inclusion expert:

• Lead/guides the project team in gender mainstreaming in activity planning and budget forecasting — so that every team member understands the importance of gender equality and social inclusion;

• Provide technical and coaching support to all Woreda SA experts in the contract (including those employed by partners) so that they develop gender and social inclusion skills cofacilitate social mapping and gender training, support SA expert collaborates with Woreda level relevant offices

• Design strategy to support woreda experts for conducting gender analysis;

• Plan own activities in coordination with the SA project Coordinator and the M&E Officer, including joint monitoring and technical support trips

• Support the SA project coordinator and Gender and inclusion expert with gender and social analysis;

• Support the project coordinator to prepare ESAP3 grantee participation in the regional FTASA partnership meetings for possible gender and social inclusion related advocacy in sector responsiveness, policy dialogue, and SA systems development;

• Participate in and provide input to learning and capacity development events organized by the MA/Hubs with the federal/regional governments and relevant sector ministries/bureaus levels.
• Upon request of the project coordinator, participate in monitoring visits either planned by ESAP3 MA, or requested by government, and development partners;

These are fulltime staff, to be stationed in each SA implementing Woredas in Jimma Zone such as Agaro Town, Dedo, Jimma Special Town and Gera. The position holder will be responsible for the overall organization, coordination and implementation of the SA project in their respective Woredas.

Job Description

  • Preparing work plans of the Woreda SA project and implementation up on approval by the project management team
  • Attending training organized at various levels on social accountability tools and approaches and making sure that all other relevant staff attend these workshops Organizing and leading the trainings for Woreda facilitators and community mobilizers; and woreda officials, service providers and citizens groups
  • Liaising with Woreda sector offices and administration and mobilizing support for the SA project
  • Liaising with community and citizens’ groups, associations and key community representatives to mobilize support for the SA project
  • Coordinating performance assessment surveys conducted using SA tools in the Woreda and in close collaboration with the SA project coordinator/officer at the lead agency.
  • Regular data collection and documentation of project activities and report to the project coordinator/Monitoring and Evaluation officer.
  • In collaboration with the SA officer, conduct baseline and midterm review of the Social accountability program
  • Preparing and submitting narrative reports to the SA coordinator/officer in the lead CSO as per agreed upon time frame.

Major Duties /job summary

  • Ensure services provided at DIC are confidential, and meet the standard set by the project
  • Coordinate and provide STI screening and treatment services for project beneficiaries at DICs
  • Provide HIV counseling for target beneficiaries
  • Provide ICS (HIV testing, STI,FP and condom  at the center or organize regular mobile HCT
  • Provide risk reduction counseling to DIC beneficiaries
  • Provide successful referral services to network health facilities 
  • Ensure IEC materials and condoms are kept at accessible places at the DIC
  • Support women and girls to adjust attitudes and behaviors through counseling services
  • Make regular referrals to health centers for ART, TB, GBV, Rape cases, and other complications.
  • Take part in facilitating coordination of the peer education trainings
  • Ensure that DICs have enough stocks (equipment, detergents, prevention commodities,) and request such materials in advance
  • Document clinical services, counseling efforts and referral cases confidentially
  • Advise the center coordinator possible improvements of drop in center services
  • Provide late hour, holiday and week end prevention and clinical services to DIC beneficiaries
